Recycling Fees

What is the mattress recycling fee, and why is it required?

Several states have enacted legislation requiring mattress manufacturers to establish statewide recycling programs to manage discarded mattresses responsibly. These programs are funded through recycling fees collected from consumers at the time of purchase. Below are the details for each state:

California
Under California’s Used Mattress Recovery and Recycling Act, manufacturers are required to create a statewide recycling program for discarded mattresses and box springs. The program, known as Bye Bye Mattress, is administered by MRC and funded through a $10.50 per unit recycling fee collected from consumers at the point of purchase.

Connecticut
Connecticut’s Public Act 13-42 requires manufacturers to implement a mattress recycling program for discarded mattresses and box springs. Managed by MRC under the Bye Bye Mattress program, this initiative is funded through an $11.75 per unit recycling fee collected at the time of purchase.

Oregon
Senate Bill 1576 in Oregon requires mattress manufacturers and retailers to establish a recycling program for discarded mattresses and bases. The Oregon Department of Environmental Quality authorized MRC to manage this statewide program. A $22.50 per unit Stewardship Assessment funds the program, collected from consumers when they purchase a mattress or base.

Rhode Island
In July 2013, Rhode Island passed General Law 23-90, mandating a mattress recycling program that began on May 1, 2016. The program is funded by a $20.50 recycling fee collected at retail for each mattress and foundation sold. This fee supports the collection and recycling of used mattresses and foundations across the state. The program is managed by the Mattress Recycling Council (MRC), a non-profit organization established by the mattress industry.
